Lenin le encarga a Shújov la construcción, en Moscú, de una antena para la estación de radio del nuevo estado soviético. En principio la antena se diseñó para alcanzar una altura de 350 metros, formada por unas 12 mil piezas y un peso de 2200 toneladas (es decir una cuarta parte del peso de la torre Eiffel (305 metros y 8850 toneladas). Finalmente la torre se levantó a una altura de 150 metros. Está compuesta por seis segmentos que se armaron buscando ahorrar tiempo y medios.
